I don't really see Maemi as the magistrate type.
Bayushi Komiya would be an interesting choice, Along with Bayushi Arashii.
Yogo Kazanori... is... also not a bad choice. But, not sure what the story team would say.

Nemo, first off Conspiricy and Alter history is usually -10 honor loss alone. Then add in Jutsushi + SSK. However, as I said earlier. NOBODY playes spider near me. Nobody. Even if one guy did, he couldn't play it well. I have a black hole of Spider in my local group.

In my head, this is used on Nishu before you play knife in the darkness to neutralize an attacking army with zero risk for yourself and they still go home bowed out.
I say in my head because i'm working on magistrates atm. I'll get to ninjas next month ;)

I've had no problems dishonoring people out of the game without even taking provinces, mostly through Conspiricy and Shame never dies.
