It does indicate "target personality" in the effects. I'd think that would satisfy the seppuku clause (?). From the Comprehensive: "Reaction: Any number of times per turn, before you lose Honor from an action that targeted or was performed by one of your Courtier or Samurai Personalities: He commits seppuku. If the seppuku destroyed him, reduce the Honor loss to one. "
I would say no you can't seppuku your own honor loss as the Dishonor and Destroy are part of the costs of this action.
The Comprehensive Rules for Seppuku state: "If the seppuku destroyed him, reduce the Honor loss to one.".
The seppuku did not destroy him. He act of playing this card destroyed him thus he is not alive to commit seppuku. You cannot be destroyed twice.
The person playing this can't seppuku, as their guy is already dead (as the destruction in the costs happens before the honor loss in the effects).
However, the opponent's personality being targeted by this *can* seppuku as they are targeted by an action that caused an honor loss.
Opponent personality being target by this can't seppuku as the action that caused the honor loss doesn't target, just the dishonoring is targeted, the effect of the honor loss doesn't target the personality, so, no seppuku for you.
Actually by a strict reading of the seppuku rule I answered my question. Person playing no, opponent yes.
Well with that new card that allows us to take control of someone elses peep we can dishonor them and kill them and them return them

Seppuku doesn't care if the honor loss portion of the action is targeted, only if the action that has an honor loss targeted or was performed by a Samurai or Courtier.

Its not a probolem if you target a shungenja or their champion. And with deeds and words this card is beneficial.
