As I get them I would like to add x3 assigning blames and share the blames, but Im not really going for dishonor win, I guess more of a dishonor control really.

Never remove Paneki when you might go for a dishonor win, he just win games. And he's one of the few that pack some strength to take provinces. If you're not going for a straight dishonor win, drop Uyeda, Ikkou will provide honor loss as well but has 2 more force and a battle action. I still prefer Jimen basic over xp (the open is a pain to deal with and the reaction provides dishonored dudes) though I understand you need magistrates.

If you're running magistrates, might as well put high courts, no shrine to ***, new wall, family library, the Khan/Yasuko ?

and I need a limited battle action. what to go with impromptu duel or would ambush be better?
